Administrative Services Task Force

Two Task Forces confronted the growing and loosely managed fleet of state-owned cars, vans, and trucks, including management controls and motor vehicle policies. The task forces focused on vehicle assignments, use of state-owned vehicles, number of vehicles in use, and maintenance practices.

Recommendations included an inventory and audit to determine need, usage, and operating cost of vehicles, and a statewide system to manage purchasing, maintenance, and disposal.

Governor Perdue ordered a 10 percent reduction in the fleet, sale of surplus vehicles, tighter policies on vehicle assignment and commuting. To date, 1,867 surplus vehicles have been sold and not replaced and a new fleet management system is tracking vehicle purchasing, usage, maintenance, and disposal.


RECOMMENDATIONS:

Broaden Existing Fleet Management
Broaden the use of existing Fleet Management system to all agencies.

Track Ownership Costs
Track vehicle operating and ownership costs to determine all costs associated with vehicles to make better decisions about buying and selling State vehicles.

Centralize Fleet Management
Centralize fleet management activities, and develop a five-year business plan.

New Vehicle Assignment & Commuting Policy
Change and enforce vehicle assignment and commuting policy so the State can more efficiently use its existing vehicles.
