The Commission for A New Georgia
Administrative Services Task Force

The Task Force was formed to recommend steps State Government should take to reduce its exposure to vehicle accidents, workers' injuries and property damage, which will cost more than $105 million in claims this year. Recommendations are intended to minimize the cost of risk and to manage claims to better serve those entitled to be compensated.

The state’s Risk Management Services Division was compared to public and private organizations of similar size and scope of operations. What is considered “best practices” today by professional risk managers was the basis for comparison and the task force’s recommendations for reorganization, process improvement, performance standards and emphasis on expertise.

Six major recommendations are presented to the Commission for implementation.


RECOMMENDATIONS:

Reorganize the RMS Division
Reorganize the RMS Division with fewer, higher level, professional managers supported by technically qualified staff.

Revise the Cost Allocation System
Revise the cost allocation system to create a more responsive, equitable and incentive based method of funding.

New Performance Measures
Create a comprehensive set of performance measures that are meaningful and accurate as a management tool.

New Loss Control Manager Position
Create the position of loss control manager within the RMS Division.

Implement Actuarial Analysis
Expand the understanding and use of actuarial analysis by RMS.

Examine Litigation Claims
Examine the inter-agency process of managing claims in litigation.
