Administrative Services Task Force

Over the past 5 years, 20 Task Forces, engaging over 300 knowledgeable citizens, have reported on key findings, issues, and recommendations.

The Commission’s strategy to fast-track fact-finding and problem-solving was the Task Force system. Small, focused task forces – typically a team of 8-12 -- were set up around key operational functions of government. Task forces were chaired by well-recognized executives, and members were recruited from private-sector enterprises around the state, to bring diverse perspectives to complex issues.

The Commission also enlisted expertise of world-respected consulting firms, including McKinsey, Accenture, DeLoitte, KPMG and IBM, bringing capabilities in research, analysis and project management.

Task forces were all-volunteer, and consultants performed hundreds of hours of pro bono service.

The mission of the task force was to evaluate the mechanics of government operations and recommend proven business practices to get the job done more efficiently, effectively and economically. Much of their early work focused on improving everyday operations, where ongoing inefficiency multiplies the hidden costs of administration by millions of dollars a year.

Across five years, 20 CNG task forces have delivered 85 actionable recommendations to improve accountability, asset management, service delivery and customer satisfaction. Two task forces (see sidebar) are currently engaged in studies, and future task forces are in planning.
